Anyone able to confirm if Restrain works with skills?

Alright your answer is confusing but my question wasn’t entirely expressive as well.
Let’s go with an example, say I want to use Restrain with it’s 40% chance of stun, will that work with the Cataphract skill Rush and it’s 5% chance to stun, making it a total of 45% stun chance?
I dont know if the chances stacks multiplicatively or additively or if they dont stack, but would be very OP if they stacks additively… So my guess is that: 40% and 5% is = 43% stun chance, but im not sure.…
ps*: my english sucks.
Oh well, only one way to find out, that’s to test it personally, while looking for bugs and other problems of course, no harm looking for personal information.
