Apologies if you’ve experienced any confusion due to the description. It does not mean that the skill duration of ‘Divine Might’ has increased.
What it means is that skills will now have their duration properly increased according to their altered level when being effected by ‘Divine Might’.
Hope this helps clear things up a bit.

Ah I see so Sacrament with Divine Might now lasts 20 seconds longer.
