Should be from the Stogas Plateau HG via cube.

lv.190 hunting grounds (Tatenye Prison). It’s rolled from a weapon cube dropped by any mob in that dungeon.

I forgot which map the entrance is but it’s likely Ruklys or maybe Stogas as what the guy above said.

pretty sure its random now but 170, 190, 210 dungeon should drop that.

Tatenye Prison (Blue dot) is on Ruklys Street, a bit northwest from the statue (Red dot).
