it does but i’m having a hell of a time trying to do it.
the targeting is hard as hell when it comes to bosses.
i’ve only successfully pulled it off 3 times out of probably 20

Definitely works, but at a low success rate…i’d say about a 20-30% chance
Used it 15 times last night on all bosses during my Dungeon/Mission dailies and it worked 4 times

What skill level of reincarnate are you using?
I have it at level 1 with a lv 134 Chronomancer and probably used it ~30 times in melee range (directly touching the bosses hitbox) on several bosses (mostly on the boss of the lv 90 instance, but also quest bosses) and the debuff never landed on any boss at all.
On normal monsters it lands without any problems.
I’ve also been using level 1 reincarnate. I don’t know if the success rate increases with level.
At level 175, I’ve used it countless times now and I’ll say the chances are actually 5-10%, rather then the 20/30 i suggested earlier.
I’ve had it work on the 90 dungeon boss twice (you get 2 cubes)
And a few times on the siaulai mission bosses.
