In short my question is can a class of certain rank be just as strong as the rank 7? I.e. Can I be a Rouge at end game and be competitive with a Musketeer and so on?

This is a new mmo. There are MMO’s 10 years old and they still haven’t managed to balance classes. Balancing is also a pipe dream, at best you can hope to get close.
