are there level restrictions? 
like you can only kill players that are 10 levels below you and 10 levels higher than you. so that no genocide will happen.

I don’t know, it doesn’t feel like a good idea (maybe it is way too vague for me to say something). For me, it would only bring more complaints.
And many people just want to do PvE or grind sometimes, if a forced PvP event is forced on them, well… that would be displeasing.
And your idea made me laugh, because I remembered The Purge. My first reaction was: “Are you trying to create the Purge?”.
