Quick Question about Rune of Ice

Hello boyz and girlz !

Since a lot of description are still pretty unclear/misleading in this game, i would like some insight about Rune of Ice

Here’s the description : Increases Ice-property skill attack by 300%

Does it increase by 300% my damage if for example i use ice bolt ?
Or does it increase by 300% the attack of the skill Ice bolt ?

Does it increase the skill, or the damage i do with it ?

I’m not sure when the 300% is calculated, but it seems to be near the end, as it makes my Ice Bolt damage hit 4k+ from 1kish.
