Quick Cast not Working with Meteor

Bug Description : Quick cast not working with Meteor
(letting us know what you were doing before, during, and after the bug happened will help us a lot)

Steps to reproduce the issue :

1. Use Quick Cast
2. Cast Meteor
3. You’ll see the Meteor bar go up faster, but the level build up remains the same.
4. End up with a half aoe Meteor due to premature cast because the damn cast bar lied to you.
