The internal cooldown (time to regain first charge after using skill only once) is 3 minutes and 35 seconds (as opposed to the 1 minute 45 second cooldown after using both charges.)
Also, when under the effects of 20% Cooldown Reduction, the internal cooldown wasn’t affected (which I assume means all internal cooldowns aren’t affected.)
Are these mechanics intentional? Or perhaps a bug/oversight?
I don’t mind either way, I can play around it. But I feel it may be unintentional. Please confirm.
