In your opinio,n what is the best skill to maximize between Ice bolt and Ice blast in terms of damage/utility/CD?
I think i’m going Rank 3 Cryo so please be clear if you can. Thank you very much 
Ice Blast should be at 0 until IMC do something with it.
Currently it is bad in every aspect.
I’m also planning on cryo 3, but I’m only a theorist in this. So considering skills’ damage, attributes and cooldown, I’ll take Ice Bolt.
Ice Blast has a 60 sec against 15 sec cooldown of Ice Bolt.

this skill have 60s cooldown, but have overheat x3 aoe and instant cast
and almost all skills can freeze the enemy, even when they touch ice wall
Doesn’t Ice Bolt also have an overheat of 3? So you’d essentially get more DPS out of the skill than Ice Blast 
Ice Pike is also a better AoE skill that does more damage without any requirements to cast.
Also from what I’ve seen, if you cast Ice Blast or Flare when there are no enemies with the required debuff, you waste SP and an overheat cast.

Damage is only a little higher than Ice Bolt and have the same SP cost, but huge cooldown and needs setup to be used.
Ice Bolt is not that good to begin with, but a lot better than Blast.
I know that ice bolt have overheat x3
but I thought ice blast was easier to farm
because almost all skills can freeze the monsters and you dont have to aim or cast ice blast…

You do have to aim Ice Blast. If you don’t face a frozen enemy, as in it has to be in front of your character’s line of sight, you’ll miss and waste your charge. Aka you can’t be cool and walk away snap 
. This may or may not be harder for different controller gameplay ie Mouse I have no clue if it casts where your mouse is or where your character is last facing. Keyboard and Controller have to manually face the enemy I believe though which can get you killed at times.
Sadly Ice Blast’s got some huge drawbacks on its own.
It’s a short, meleeish range.
It only deals damage to frozen enemies
It has to hit enemies in front of you
It has a huge 60 second cooldown for a skill that’s barely impactful.
It doesn’t do AoE around the target anymore, as far as I’m concerned.
KRCBT1’s Ice Blast was so much cooler. It had 0 cooldown, and exploded frozen targets making you able to spread Ice from one enemy to all others.
Unless IMC heavily buffs the skill or reverts it to its original state, there is literally zero benefit from even putting a -single- point in Ice Blast.
Unless you’d like to look stylish snapping your fingers, that is.
I agree with Dastev, Ice Blast today is a trash. Before is good, waiting changes in skill for now ICBT or nexts updates.
It’s ok if you want to try that Ice Blast in the next iCBT since it will last for 1 month. 
Maybe you can find a new build suitable for you.
60 seconds for ice blast does sound a bit to much. 20-30 seconds sound more reasonable.
