As the title say, both zalciai and deprotected zone enhance require LvL 3 skill.
Is it possible to max out the attribute and then respec into both skill at lvl 1 while keeping the attribute maxed out and, so, the bonus?
It is pretty minor but I do love to min max 
This has worked for me with other skills, so yes, if you use a skill reset you should be able to keep the attribute with the skill at lv1.
No. You lose all attributes when you respec, and if the skill requirement is higher than the skill’s level, you can’t retake it.
Are you sure you’re not thinking of the rank reset? I used a skill reset only about a month ago, and it didn’t affect my attributes at all. Only the rank reset should remove your attributes.

It is a super small upgrade, but still decent enought for me to go for it.
