Question about restrain proc chance

Do [Restrain] proc whenever you do damage?

Or just basic attacks? The description is not very clear ;(

For every auto or skill based attack there is a percent chance of the stun activating. Maxed it’s 40% against monsters and in the icbt2 the rate felt lower to maybe 20% against players. Though others have stated that their findings said it felt like 10% or less I stand by the 20% pvp proc rate.
