Is re-indentify discount event bugged?
No, there was an announcement that the event was disabled because of time zone issues. It was replaced with the first rank 10 weekend event instead.
Where did they announce this?
in this ad they only say they will restore the item from whom they were harmed, but do not say anything about disabling the event.

All I’m seen is that they “temporarily” disabled the event because like you said server clock issues, nothing mentioned of replacement
I was saving so much sierra dust just for this event too
Basically its just not working right now
It was also mentioned in the maintenance for this week.
- Due to issues associated with Gear Grind Weekends, this part of the event has been temporarily disabled.
It is intentionally not going to happen this weekend. They mentioned in multiple locations it would be disabled until further notice.

Yea, I found that kinda confunsing, also. From what I understood:
“Power of Goddess” is an event that holds other events. They are disabling temporarily “Gear Grind Weekends” (which is part of Power of Goddess) while other parts of the main event (Power of Goddess) remain untouched.
