Question about BM's Outrage

I’ve come back after a long absence and I’ve noticed that Outrage instead of providing a short, Running Shot-like buff grants some stacks now.
Can someone please explain to me how Outrage works now? The description is so

that I can’t understand at all how it works.

If you reach each of BM’s skills (RIP,Mozam,Napalm etc) there’ll be a description of how the skill is changed/buffed while consuming Outrage stacks.

When you hit 40 stacks, use Outrage to change it into 30 stacks (with vvr lvl 4 you can change 30 stacks to 30 outrage) then when you use your BM skills, it consumes 1 outrage stack.

Add in abit, the 40>30 conversion still work on vvr4, but in a bad way that it will still give you 30 stacks, however if you convert it at 38 stack, you will get 38 stack instead. VVR lv4 it is.

Oh wait what? 38 gives 38 stacks? I guess that’s a bug.

The main point of the vvr4 was to be able to get 30 stacks straight when you hit 30.

its not a bug, its intended to have 1:1 conversion, but 1:1 doesnt happen on 40 stacks

Use BM skills -> Builds stacks -> Use outrage -> Convert stacks into new stacks -> Each skill uses one of the new stacks to enhance the skill until you run out of stacks -> Rinse and repeat

The description of the VVR Lv 4 says that it changes 1 stack of overheating into 1 stack of outrage but when it’s 40 > 30 you’re telling me it’s not a bug?

It’s most definitely a bug.

It’s either they keep the outrage limit to 30 (meaning 30-40 overheating still becomes 30 outrage) OR they should make 40 overheating become 40 outrage) there’s no two ways for this.

So the fact that 38 > 38 outrage, but 40 > 30 just screams bug. :\

Make sense? its just dumbo imc. By the description means, you should be able to get 40 outrage stack with 40 heat stack but just dumbo imc intern thing happens. They like to not check what is already implemented and continue to introduce new ideas without even thinking that it may have conflict with the already set ones.

This is how this game works now at every level: stacks of buffs and debuffs you have to manage. Skills, bosses, raids… Why make simple when you can make it complicated…
