What comes first ? Block or Evasion?

If the Block fails, I can still evade?
I think evasion comes first, based from tanking in missions. I’m not entirely sure, but I definitely evade more than block through manual blocking.
Thinking logically, if you had to block an attack, then that means you’ve failed to dodge it.
So it should be evasion then block.
But I have no ideia on how that actually works.
Been doing a few tests, to me it appears that evasion applies before block.
