I just make a new character today and it seems all the circle now work.

While lag was definitely a factor, this quest in particular was extremely bad. I did a collection quest similarly to that at the same time, in the same channel, and that worked fine (both one before attempting this one, and after)
Yes I came back to check plenty of times even during low population hours and it still wouldn’t work. It took a lot of channel switching and relogging to make them function, and even then only a few of them worked while others didnt.
