My quest sidebar/tracker is bugged, so I don’t really understand what to do in this step of 'The Sculpture in Magija Empty Lot", in Starry Town.
Can anyone explain/help with this? Thanks

As we can see on your screenshot, it seems that you have add-ons enabled which isn’t supported originally by the game. May we request you to disable those add-ons and report back to us if the current issue still exists.

Not only people who used addons. Me, didn’t use any addons, I have this problem too.
It randomly disappears. F5 checkboxes sometime bring it up sometime not.
Please check.
If not mistaken, you need to turn off all lamps, notice how the light go when you click on each. Try few times as you will know the pattern 
Also, you can open F5 can click the related quest to see the details too.
