Anyone manage to actually finish it? once you obtain the key the quest turns blank, my team mate however managed to complete it but we are still unable to replicate the success.
No, it is bugged, the quest line in Dist 8 also is bugged.

The way the game is now, it is not progress friendly, gonna have to keep grinding like and idiot somwhere to reach there, i am stuck at 271 and still need 1Lv and 30% lol.
Same bind too level 271, class level 13 50%ish, exploring maps would net me more level 12 exp cards than 11s which can only be used at level 275 lol 
Lv 12 can be used at 250.
oh sorry I meant level 13s, more level 13s than level 12s

there were three of us, when he collected the key 2 of us got the blank quest but he instantly got the exp cards

Hardly, but could be. The bug i believe its that party quest marked your char having that quest completed but when you were to receive the rewards, it checks to make sure you never done it before and bam, bug.
Well if someone wanna know how hard they work. I can tell now.

yes, what bothers me is that itos ALWAYS has bugs and ktos never have any bugs.
Do you play on ktos? I checked their website announcements and it looks like they have a ton of emergency maintenance. I dont think any mmo never has any bugs.
