you can socket them into an item, trade said item, and the person can remove the gem 
as i recall if you try to remove a monster gem it gets destroyed unless they changed that in a patch recently

General monster gems are worth 250-300k the same as getting 3000 of low material mats since they are used as fusion fodder for real gems.
I don’t think so a person in another thread @nizidr just said the same thing i did, i have not seen a patch note changing that yet.
Only if person buying gem trades you item that they want to socket it into, you socket gem and trade item back. Loss of 2 potential on item without ability to re-use it later on another item/weapon.
