Yes, I am aware of that, but only as an assumption since there are not enough source that prove such thing.
As I mentioned above, the only thing that stops Hunter from being a game breaking class is the AI, when IMC releases an AI enhancement which causes the pet to accurately accept commands the class will become way too strong.

AI to use Hunter skills is reliable when u learn how it works (system is bad but beatable)
I have a Hunter C3 on Orsha and a C2 on Silute, I’m aware of that.
AI and bugs are completely different things please understand that 
I have no solid proof to counter argument that but I shall say that they are related, like rubbing each other.
Coursing and Retrieve: When the pet uses the skills and the target dies before the duration ceases, the AI doesn’t recognize that the target no longer exists, hence the reason of pet biting/dragging the air.
Rush Dog: Quite messed up right now, for several reasons:

Rush Dog stuns (attribute) even though the pet is out of each/unsummoned, several times it also deals damage after certain amount of time under the same situation.

If you Rush Dog during Coursing, the pet will glitch out and keep rubber banding non-stop for the duration of Coursing, as if it is trying to toggle two different behaviors at the same time.

if you Rush Dog during Retrieve your companion you go back to you even though it’s standing still in your screen, causing the skill to cease.
Growling: Most of the time the ‘disable AI’ feature doesn’t work properly, monsters tend to run away from the CC after a set amount of seconds.
