Not sure what you are saying, but if you want to play the game you first need to register a Steam account and then wait a few days and then you can download and play it with your Steam account.

I mean that if I took the game from my friend yesterday

No one can play the game by just creating an account as of now and copying the files from other computer, first off, the steam file (steamapi.dll) is account locked, if you put yours from another game, it will point to your account which is not allowed to play yet since it is a new account made after the lock down.
Even if you are able to make the game reach the server selection screen by doing all that process, you still can’t play since your account is locked out.
