I’m trying to mess around with this build and it’s focused on utility and crowd control. Please tell me if it’s a viable build that is useful for the party especially in PVP. Thanks!

That’s pretty good! How’s your Stats? You’re using the Ice Wall + Psy Pressure combo, right? In this case should be better remove all SPR and invest all in Con/Int, cause Psy pressure Drains SP by %, and with less SPR you can recover with one single good SP Potion. If you’re already with less SPR you’re doing great 
thanks for your feedback and yes, i am currently investing in con/int. also if i may ask, is necromancer good for pvp with its corpse gathering/spending skills?
