You have not yet realized that no measure taken has improved the situation? Admit the error, put the server off and do proper maintenance. There is no way to make big changes on the server while it is running and receiving requests.
Yes, the move to F2P was a disaster for the SA server. It was not made to measure risks on transfers to that server and the new players who came to the F2P. So please, be humble, admit it and close the server for maintenance.
