This quest does not seem delayed due to lag, i feel like its really bugged and the eye of Denoptic, the boss, is required to craft the Rokas armor which you receive a long quest chain for. its a very important piece of armor too in my build.

Description :The quest is simply not working for anyone, theres a lot of people who try
to complete it because the item: Denoptic Eye is required to craft the
Rokas Armor. its part of a big quest chain.
