If one guild is number 1, I think there should win from their true potential not from bug XD.
Did you actually see 22 people during the battle though? Are you sure it is not a visual bug?

It’s possible. If two guild members click in “Join” at the same time when the GvG group is 14/15, the game lets them came in and the group go on with 16/15.

It’s a known bug for a long long time, you can make huge parties by getting people to click accept invite at the same time. This is one way to cheat at world bossing ET and GvG. Besides using hook64.

absolutely not a visual bug, because 22 people that we saw is a member of AvantHeim. Tiaa is a guild leader, so he/she must be in a GVG
