Almost all the high lvl 1-handed swords with fixed stats and special effects are for Swordsman even though Scouts use 1-handed swords too. Here are some ideas I hope the development team picks up in some form.

Dagger Slash applies bleeding. Oblique Shot applies stun. Double attacks crite rate, Free steps evasion and Cloakings dmg increase effect increases by an additional 2% per level learned. If oblique shot is at minimum lvl 5, the shot will hit all enemies in a medium sized area. If dagger Slash is at minimum lvl 5, the dmg increase to targets under blind, stun and bleeding doubles.

All Shinobi items costs as well as the CD increase of Bunshin No Jutsu and HP consumption of Mijin no Jutsu are negated completely. If you are carrying Ninjustu bombs with you after all, Kunai will apply stun, Katon and Mijin will apply bleeding and Raiton will apply blind through the original ninjutsu bomb consumption per skill.
