i doubt there will be another base tree reset
it was exist because of new tree addition
its never been a feature nor event, so bring back isnt really an option here
also its so easy to level in game or you can just buy growth pack
in fact if you join the game during 4th anniv you can get lv 400 jumping box
if attribute investment is the problem the event currently give you free attribute retrieval voucher
in the future they will even add exp orb
the only problem having character “stuck” is the character bound achievement/title, and quest progression. thats it.

yea that is the problem for me ;-; and i have shinobi unlocked on this character which i actually did the quest 
and untradable costumes~ my friend that quit the game donated to me
