It’s used to add set effects to Velcoffer equipment, you can read more about it here in the Patch notes:
NEW Lv 360 Legend Set Stats
- We’re introducing a new system that allows you to apply equipment special effects to sets of Lv 360 Legend grade items.
- To start, you need to purchase an item called Partis Solution from the Alchemist Master.
- Activate the Partis Solution from your inventory and defeat monsters to charge the solution with some of your gained EXP.
- Once the Partis Solution is fully charged, visit the Alchemist Master again to apply the set effects to your Lv 360 Legend gear.
- Every time you do this, a random set effect is applied to the item you processed.
- Some set stats add a special skill to your repertoire, which will appear in your Skills and Attributes info window.
- Note that, in order to interact with the Alchemist Master, you must first complete the ‘Kidnapped Villagers’ quest at the Miners’ Village.

Does the potion steal your exp 
So it’s best to only do it at max lvl right?_?
It doesnt steal exp. The exp you get isnt affected if you activated this item
