Can someone be so kind and explain to me what the increasing number of maximum times it applies actually means? 
I actually have no clue if it means targets (probably not) debuffs in general or debuffs per target.
It spreads debuffs to the enemites in it’s magic circle. The maximum number of times refers to the number of enemies the debuffs are spread to.

And the number of debuffs per target is unlimited?
Seems that way. Although, it only transfers certain specific debuffs so not everything will get spread (for example it will do freeze, lethargy and hexing but it wont spread incinerate)

But I wonder why they didn’t just write targets in the skill description… 
Because it was “translated” by people with English as a third or fourth language en mass. Its hard to catch all the errors and i guess they dont care about fixing the errors all that quickly either.
Wasn’t most of it fan translated to begin with?
I am pretty sure that even the korean version probably has a description that doesn’t mention targets.
After all most skill descriptions are useless, even the original ones, especially for damage skills with can mostly be changed to “does damage” which is as accurate as the given ones.
Yep. Pretty much. They didnt even bother to hire translators and most of the translations are butchered google translate fiascos

Incinerate is an aoe. It doesnt spread with pandemic either.
