[Orsha] Class advancement from Archer to Ranger

I have not found any other posts relating to this quest yet, so I’m just going to question here.

I started an archer character in Orsha when when my class level reached lvl 15, I wanted to advance to Ranger. I pressed Backspace to go to the NPC immediately only to find myself transported from Orsha to Klaipeda and worse, to go to Crystal Mine (a new player who hasn’t played Klaipeda yet wouldn’t even know where is that place?)

The cost to teleport back to Orsha is around 800+, which makes this class advancement a bit unfair compared to other players?

Why isn’t there a separate quest for Orsha starters?

I’ve run into this problem just today as well… I was wondering if this is a mistake or if there really isn’t a quest in Orsha for it??
I even skipped ahead to Ashaq F2 to see if the bats there would count but they don’t
