Bug Description:
Pretty sure that Arcane Energy should apply a DoT based on the level of the attribute “Arcane Energy: Additional Damage” because when I use it on monsters, it applies a debuff that stay there for a long time, but nothing happens. (see SS below)
Honestly, looks like Oracle has almost every skill bugged in some way or another, forecast is showing useless green telegraphs from allies and almost 0 from enemies, etc…
Please take a look at Oracle as a whole, we deserve some love.
