Quest: Opportunity and Preparation - Royal Mausoleum 4F

I picked up the quest, and got a bloodstone. When I came back I noticed that the NPC wasn’t there. Checked the quest log and it stated that I might have to wait for the book to respawn. Unfortunate but okay.
I’ve parked my character here for 4 days now. Obviously, I haven’t been on every hour of the day, but I’ve sat there with my character for chunks of several hours and cycled through the channels every half hour or so. (I think I’ve run out of Youtube to watch)
Nothing. No Royal Mausoleum Book spawned. I could be REALLY unlucky, but I wanna check if anyone, especially anyone from Telsiai was able to complete this quest recently or even see the book spawn.
