Bug Description :
It is possible to learn “One Inch Punch: Silence” attribute without having or even being able to level up “One Inch Punch” skill.

Steps to reproduce the issue :

1. Choose Monk class.
2. DON’T learn “One Inch Punch” skill.
3. Learn “One Inch Punch: Silence” attribute.
4. Profit.
