Try install the redistribution that comes with the game in the folder Steam\steamapps\common\TreeOfSavior\ _CommonRedist (DirectX and VCRedist) I had to put a space in there because of the bb code in the forum eating the \ .
Also if you have an AV that is different from Windows Defender, try to put the game folder into the exception list to see if it solve.
If you have 2 GPUs on your rig (on board and a dedicated) check the GPU control painel and set the game to run in the dedicated one.
