Bought the Novice pack SEA today through DLC in Steam, I did not receive the pack. How do I go about redeeming it? It is not showing up in the ‘Mail’, ‘Inventory’ nor “TP” icon in game. I have waited for a few hours now. Please help. Thank you.

I have tried submitting a report, i was asked to authenticate Steam, I have done that several times, the support website keeps asking me to authenticate steam, which I have already done so. I could not submit a ticket because the function is broken. Hence I came to the forum and tried to get help.
This keeps popping up although I have already authenticated Steam with log in because I want to submit a support ticket. But I cannot get past this, it keeps popping up everytime I click on "submit a ticket’
has this been solved yet? 
my friend is experiencing the same problem
