Bug Description :
Can’t send out Shouts. Megaphones being consumed from time to time but not every time. Fails to send out shout every time. No error at all.
Steps to reproduce the issue :
Since I believe its a character related issue, The char name is Yachie, and the “Family” name is Sterben.
This is a pretty big issue for myself as well, and i have over 300 microphones.
I have this as well. Quite annoying. I have managed to get shouts out before but it just seems to have moments where it decides not to.
Yeah, now It’s happening on another char I made lol At first I could send out shouts, but after a while they didnt come out anymore 
I have this same issue. The megaphones I got (10 of them) at the start of the game for moving into the town worked until they ran out. I didn’t let them run out completely, but when I bought the ones (megaphones) from the merchant I could no longer use shout. When I first load into the game it will reduce the count of the megaphones I have when I try to shout (and can’t); then after a while it doesn’t reduce them. No error messages or anything. This is across multiple characters.
The exact same thing happened to me! 
I hope they fix this soon…
