You can walk through a wall behind the Wizard Master Lucia in Klaipeda.
I checked several times, there isn’t anything that would even remotely let a sane person assume you can just walk there and end up at the bulletin board. Sadly I can’t record it cause Shadow play doesn’t want to record somehow.
