How quests work - do we need to be in certain lvl range to do/get them? If i missed for eg. 15 lvl quest can i come back and do it when im lvl 100 (skipping the fact that its pointless in terms of rewards)? Or is it lost forever? I like doing 100% of content in every game (or at least as much as possible) and doing all available quests is my way

How does loot system works depending on lvl? Will i have same drop rate when i go for 15 lvl mobs with 100lvl char to farm some crafting materials as if i go with 12 lvl char?

Quests have a minimum level requirement (no maximum).

The level of your character do not affect drop rates.

Quests do have a level requirement. I think you can accept quests up to 15 levels above you (story anyways) before you have to level up. I may be wrong and would appreciate a correction. There is no lower limit on quests. You can always accept a quest below your level and as far as I know, there are no missable quests.

The drop rate is the same as far as I know. Usually farming lower level materials is not really done because they’re simply not needed at higher levels or you can farm something better.
You must be at least level ( map level - 10 ) to receive quests from NPCs.
It should also be noted that this oddly has nothing to do with the level you complete the quest on. A prime example is a level 1 ‘secret’ quest in Klaipeda that requires you to go to a level 130 map to complete it (Forest of Prayer).
for quest, you must be equal or below 10 to be able to do it
for loot or drop rate, i dont know if im unlucky but drop rate for me was pretty low when i was farming vikaras core (when it was 9k each) when im lv 130 i think. when i was near the level of the mobs i could get like 20~60 per hour or so but when i reached lv 130 i took 20-30 mobs and only 1 dropped.
I see - thanks for answers
