I forgot to learn attributes from the NPC when I was a wizard, like “Cloth mastery magic”. Now as a Cryo, the Wiz npc won’t let me learn anything and the Cryo npc doesn’t offer the wiz ones. Did I mess up? or Am I missing something?

You should be able to learn stuff from the Wiz NPC. However theres a limit to the number of attributes you can learn simultaneously (1 without token, 2 with token)
