Input the command /Golden Note and it will display a list of potential NPC’s. Go to each of the listed NPC’s until you receive the certificate.

i even talked to many of the npj and they dnt react to em … this is too weird
You also have a button with a red exclamation mark inside the new “News” pannel near the minimap. Find the Ways of the Mercenaries event there and click on the red button, it will give you the list of NPC’s and the number of the certificates you got from each of them.
