New merchant in Saalus for 315 Weapons - when will we get it?

Hello people of the forums,

As stated in the title i am curious about the shop in Saalus for 315 white weapons which is not there in iToS yet.
When will we get it? What do you think?

I really hoped it will be included since i planned to briquet all kinds of 315 weapons.

Pretty sure that merchant is a Test Server only thing?
