It’s in The 2nd Demons’ Prison(You can find this dungeon on the most top left of Shaton Resevoir)
You have to kill a Treasure Vubbe that rarely spawns and get his orb and find the secret place by using a portal. Also, there are two secret portal there IIRC, one portal has a chest that gives gems and the other one gives this Hair Costume.
PS: It’s a level 161 area
