decide what he wants to do with it ( pve, pvp, group play,aoe, singletarget, support), look at the skill simulator and what the skills do, try to fit the ones that might fit his playstyle and then look for synergies and impossibilities (fletcher skills and SR (crossbow and pistol) for example.
and if there is multiple choices he can decide by which costume he likes more :>
