Murmillo - Scutum Hit - mismatched cooldown time

Bug Description : When using Scutum Hit, the cooldown for the skill becomes 30 seconds for a single use and 15 seconds for two. The skill specifies an overheat of two with a cooldown of 15 seconds. This is not the case when using the skill once.
(letting us know what you were doing before, during, and after the bug happened will help us a lot)

As I have submitted a ticket concerning this already, the answer given was inadequate as being “working as intended”. The issue exists as the skill does not work consistently as other skills do. One example is the Barbarian skill Seism. Seism has the same overheat count and cooldown as Scutum Hit, but refreshes the skill 15 seconds after first use before overheat.

Please explain why there is a disparity in the skill description and how it functions in relation to equivalent skills.

It used to be 30s cooldown and it was reduced to 15s some times ago. Some skill with overheat )like hunter), they forgot to code or something to also reduced/increased when not fully used.
