Missing Blue Quests?

Hello

I came back after a few months of absence and I noticed that the quest UI changed (which apparently also made the Better Quest addon obsolete/broken I think).

So I made a new character and I saw that at the starting area there are no more blue quests? Have they been deleted? Can someone point me to the patch notes regarding the quests?

Don’t know about the patch notes, but you unlock blue quests for the character after getting to lvl 390 and for whole team after claiming the EP10 rewards.
