I know that each lvl into Meteor adds 1 sec to casting time - though can it be released earlier for the lower dmg? Lets say that we have Meteor lvl 10 and maxed quick cast - so casting time is 5sec for max - if we release it after 4 sec will it be of power of lvl 8 or just wont work?
Yes, you can partially charge Meteor to use a lower leveled version.
