It’s basically only useful on Zealot.
Used to be but now that the CD is so absurdly high, you’re better off using Diev, getting a gem, and either DM/Henge Stone/Sweeping (I use DM since that makes the most sense) and then using CDR statue. 24-30% CDR + Enchant Shop to increase Cleric Buff durations, + the SP statue to keep your SP up, so you can actually use Fanatic Illusion.
Zealot is too nerfed but this is the best way to do it atm.
Ideally get yourself a Diev, Druid, Miko friend, you go Oracle Zealot, and 1 other class and then just always always always stay together.
