I am running on a decent machine, and I am having some serious issues no matter what settings I try. The graphics are constantly skipping/tearing… I am running on the lowest possible settings and it still jitters. My AMD settings do not seem to override ingame settings in terms of trying to limit the frame rate, since I experience the tears when I get a 10+ framerate jump.
I am having issues finding any threads addressing a possible solution. Vsynch on or off does not help. 
Not sure what to do, but it makes me queasy to look at that jitter for very long, and its making the game unplayable.
