Long Startup Time of Client_tos.exe

Bug Description :
After executing updater.exe, the Client_tos.exe takes long time to show up. It is about 8-12s. I have tried to reinstall game for 3 times and don’t use any addon but the problem is not solved. By using Task Manager, I can see this client_tos is running in background for few seconds before running as Apps.

Steps to reproduce the issue :

1. Login to Steam
2. Click play TOS
3. updater.exe runs immediately.
4. Wait for Client_tos.exe run after 10s
