Levelling a pvp dragoon

Hello guyz. Finally i decided to level a dragoon for pvp matters. I`ill follow the path: Swordman C3 - Cata C3 - Dragoon.

About the stats:
CON: the necessary in order to get 20k (or a bit more) Hp

STR: around 100, maybe more.

My doubts are regarding DEX Allocation. How many dex is required in order to hit an high evasion enemy ( archers, fencers etc…) ?

I have always heard 150+ dex is needed for PVP for accuracy.

I think 1:1 CON:DEX or 1:1:1 with STR is best.
